India deciding not to join the Regional Comprehensive Economic Partnership (RCEP) pact is the story that dominates headlines this morning. "India refuses to sign up for RCEP, says its core concerns remain unresolved" leads the Business Line. "PM took the final call, India to now explore FTA talks with US, UK and EU" says the Financial Express.

On the thick smog in Delhi, Hindustan Times writes "Strong breeze, sunshine after six days come to Delhi's rescue". The Statesman quoting the Supreme Court on Delhi-NCR pollution says "People can't be left to die".  While The Pioneer quoting the Supreme Court to Chief Secretaries says "Face action if any stubble burns".
