It comes as a shock to us that the government of Andhra Pradesh is planning to release Rs 78 lakh to reinstall the statues on Tank Bund in Hyderabad that were demolished on March 10. This amounts to nothing less than provoking the people of Telangana even more.

What happened last week on Thursday was an expression of people's anguish. No political leaders or cultural troupes were allowed on Tank Bund by the police. As a result there was no one to guide the emotionally surcharged crowd. What happened thereafter was unfortunate and we feel for it. But then one also needs to remember that the Tank Bund is in Hyderabad and therefore in the heart of Telangana and when the people of the region find 26 of the 33 statues are of people from the other two regions, it does make them angry.

BBC News - India is world's 'largest importer' of arms, says study

India has overtaken China to become the world's largest importer of arms, a Sweden-based think tank says.

A report by the Stockholm International Peace Research Institute (Sipri) says India accounted for 9% of all weapons imports between 2006 and 2010.

India will continue to be to the leading arms importer in the coming future, the report adds.

In Japan, the death toll in the devastating earthquake and subsequent tsunami has risen to 1,700. The Kyodo news agency said, the number of people, who have died in Friday's double disaster that devastated Japan's north-western coast, has touched the 1,700. There are fears that the death toll will rise with Fuji TV reporting that 10,000 people are missing in the town of Minamisanriku in Miyagi. One report said, four whole trains have disappeared and are yet to be located. 
The building housing the main reactor at the Fukushima nuclear plant in northern Japan, 250 km north of Tokyo, exploded yesterday leading to radiation leaks. At least three people have been exposed to radiation. Public broadcaster NHK reported that the three were randomly chosen for examination out of some 90 bed-ridden patients in the town of Fatuba-machi. 
The government has declared an atomic emergency and tens of thousands of people living within 20 kilometres of the plant have been asked to evacuate their homes. The operator of the nuclear plant said the container surrounding the reactor has not been damaged in the explosion. 
Japanese nuclear scientists confirmed that the plant is experiencing a nuclear meltdown. The loss of cooling water following power failure is leading to the meltdown of the reactor. Radioactive materials--cesium and iodine--were also detected around the No 1 rector of the plant. People going outside were told to avoid exposing their skins and to cover their faces with masks and wet towels. 
Kyodo quoting police sources said that another nuclear plant adjacent to the one which exploded was also malfunctioning with radiation levels reaching almost 1,000 times the normal level. 
The authorities said that an emergency had been declared at all five nuclear reactors as the units had lost cooling ability. The US dispatched plane loads of coolants to the disaster struck nation. Japan's Nuclear Safety Agency described the situation at the Fukushima plant dire. 
We spoke to Japan's Public Broadcaster NHK's Hindi Service Correspondent Lochini Asthana in Tokyo about the latest situation there :
Rescue teams from the US, South Korea, Australia, New Zealand, Singapore and other countries were set to arrive in Japan, after 50 nations offered support following the powerful earthquake.

The Union Finance Minister Shri Pranab Mukherjee announced, in Lok Sabha today, an increase in the allocation under the MPLAD Scheme from Rs.2 crore to Rs.5 crore per Member. This will result in additional allocation of Rs.2,370 crore per year. Members cutting across party lines from both Houses have been demanding increase in the allocation under the MPLAD Scheme.
 
Announcing the increase Shri Mukherjee said that C&AG Report on implementation of MPLAD Scheme has just been received and will be laid on the table of House shortly. Concerns expressed therein will be addressed while formulating the guidelines for enhanced allocation, said the Finance Minister.  As the States of Assam, Kerala, Tamil Nadu, West Bengal and UT of Puducherry are going for elections to their State Legislative Assemblies, MPs from these States and UT will not be able to utilize the enhanced allocation or make commitments against this enhanced allocation till the entire election process is over, added the Finance Minister.
 
Highlighting UPA Government’s sensitivity to the problems being faced by the fishermen, the Finance Minister Shri Mukherjee announced that, to meet their credit needs, the extension of the existing Interest Subvention Scheme of providing short term loans to farmers at 7% interest with additional interest subvention for timely repayment to fish farmers and fishermen as well. This would benefit over 20 lakh fish farmers and fishermen engaged in fishing operations in the country. Details of the Scheme would be announced separately.
 
Emphasizing that Investment in Education and Health sectors has a high priority in government’s policy framework, the Union Finance Minister Shri Pranab Mukherjee announced that henceforth capital stock in educational institutions and hospitals will be treated as infrastructure sub-sectors. Accordingly, capital investment for these sub-sectors will be eligible for the Viability Gap Funding Scheme of the Ministry of Finance. Detailed guidelines in this regard will be announced shortly.
 
The Finance Minister Shri Mukherjee also announced that, “Women’s SHGs Development Fund” proposed in the Budget with a corpus of Rs.500 crore will operate through NABARD and will be exclusively utilized for providing refinance on loans given to women’s SHGs on soft terms.
 
Shri Mukherjee stated that several suggestions and representations received on General Budget including valuable feedback from Parliament Members on taxation proposals are under examination. The Minister will respond to these issues in his reply to the discussion on the Finance Bill, 2011 later during this session.

There are no reports of any casualties amongst the approximately 25,000 strong Indian community in Japan which is concentrated in the Kanto and Kansai regions. Our Embassy in Tokyo and Consulate in Osaka are in touch with community members and verifying the situation on the ground.
