A Constitution Bench of the Supreme Court observed that the stagnation in India’s subordinate judiciary has contributed to the huge pendency of 4.69 crore cases in district courts, stressing the need for procedural reforms, better training for judges, and modernization of the Code of Civil Procedure to ensure faster and more effective justice delivery.
